THE PROPOSED JUNIOR "C" CONSTITUTION
N.B. Junior "c" League Constitution
1) PURPOSE To provide a place for players between the ages of 18 to 20 to play competitive Hockey with minimum travel.
2) Goal
To have at least one team per District as defined in the Minor Hockey Constitution
3) Team
A Team will be composed of players coming from within a district as defined in the Minor Hockey Constitution
Each team will be allowed 25 player cards to start the season then reduce to 21 by Jan 10th of each year.
Each Team will be allowed 4 overage players (21 yr. olds) providing they have played for that team the prior season.
NEW TEAMS A new team will also be allowed 4 overage as long as they have not played at a level higher than Junior "C" the year before.
4) Teams in the league will be under the local Minor Hockey Community Club Guidance., they will represent the Community Club and the District.
In a District that has more than one Team , the local Minor Director will assist in determining boundaries so that not one team has an advantage over the other
5) LEAGUE
Will be made of teams from the province of New Brunswick. There will be an annual Provincial Champion declared , with the winner to participate in the Atlantic Junior"C" Championship
6) PROVINCIAL CHAMPIONSHIP
The format used to declare the Provincial Champion will be determined at the start of each season .
7) Games
Games will be at least two 15 minute periods and 18 minute third period with a flood between the second and third period, where time permits , games can be three 20 minutes periods with a flood between each period , this to be decided before game time.
8) AFFILIATION
Each team will be allowed to affiliate 3 high school players and 3 midget "AAA" players , with the balance of the affiliation coming from their local Community Club.
9) COACHES CERTIFICATE
Coaches will have to have at least the coaches level for the first year of operation and from the second year on they will need at least the intermidiate level.
10) REGISTRATION
Teams will be under the Junior/Senior Commission for registration , but under the local Minor Community Club for ice times and officiating . Team registration will be to the local Community Clubs who will turn it over to HNB.
Unless the Community Club lets the team do its own registration
All player cards will be signed by the President of the League and verified with the local Minor Director and Community Club.
11) DISCIPLINE
We will follow the Minor Discipline Guidelines for infractions and all suspension will be handled by the President on the League .
